Implementation Status of DPP 

July 2025–August 2026

     Launched in July 2025 under the facilitation of the State of Qatar, the Doha Peace Process is a multi-layered negotiated framework comprising several legal and operational instruments. These include the Declaration of Principles of 19 July 2025; the Detainee Release Mechanism of 14 September 2025; the Ceasefire Oversight and Verification Mechanism (COVM) of 14 October 2025; the Doha Framework for a Comprehensive Peace Agreement of 15 November 2025; and the Memorandum of Understanding of 14 April
2026 on the operationalization of the Expanded Joint Verification Mechanism Plus (EJVM+).

     The Doha Framework Agreement provides the overarching structure for negotiations toward a broader political and security settlement through eight protocols, two of which (the Detainee Release Mechanism and the COVM) had already been adopted.

     For analytical purposes, the assessment of the implementation of the Doha Peace Process focuses on the execution of commitments under the Detainee Release Mechanism, the COVM, and the Doha Framework Agreement.

Overall Implementation Progress:

  • ​The three instruments contain a combined 35 measurable tasks, with a maximum cumulative score of 350 points if all commitments were fully implemented. The current combined score is 65 out of 350 points, corresponding to an overall implementation rate of 18.6%.
     

Implementation by Instrument:

  • The Detainee Release Mechanism: It recorded a cumulative implementation score of 25% (17.5 out of 70 points), based on an assessment of all tasks under the Mechanism; however, when measured solely against the number of detainees identified by the parties under the Mechanism, the completion rate was significantly lower, at just 3.1% (with only 15 of the 477 identified detainees having been released).
     

  • The Ceasefire Oversight and Verification Mechanism: It achieved a cumulative implementation score of 22.5 points out of 130 (the maximum score if all tasks were fully implemented), corresponding to an overall implementation rate of 17.3%.
     

  • The Doha Framework Agreement: It accomplished an implementation score of 25 points out of 150 (the maximum score if all tasks were fully implemented), corresponding to an overall implementation rate of 16.7%.
