Implementation Status 

The month of July 2026, marking the beginning of the second year of implementation of the Washington Peace Agreement of June 27, 2025, between the DRC and Rwanda, was characterized by the absence of measurable progress in implementing the commitments undertaken by the parties. At the close of the reporting period, the Agreement's overall implementation rate remained the same as that recorded at the end of June 2026, confirming the maintenance of the status quo in its implementation.

Collective Implementation Progress:

• Of the 30 tasks identified in the Agreement, only 22 had reached some level of execution the previous month, for an overall implementation rate of 35% (105 out of 300 points).
   

Individual Implementation Progress:

• DRC: Of the 26 tasks under the DRC’s responsibility in the agreement, 18 had reached some level of execution, for an overall implementation rate of 31.7% (82.5 points out of 260).
   

• Rwanda: Of the 22 tasks assigned to it in the Agreement, only 15 had reached some level of execution, for an overall implementation rate of 30.6% (67.5 points out of 220).  
   

• International Community (USA, Qatar, AU and UN agencies): All seven (7) tasks assigned to the international community in the Agreement had reached some level of execution, for an overall implementation rate of 53.5% (37.5 points out of 70).
