Nine months after its signature, progress in its implementation remains generally limited, despite moderate improvement observed during March 2026.
Collective Implementation Progress:

Of the 30 tasks identified in the Agreement, 21 have entered the implementation phase, resulting in an overall implementation rate of 27.5% (82.5 out of 300 points). When considering only partially completed tasks, the completion rate rises to 39.2% (82.5 out of 210 points).
Individual Implementation Progress:

DRC: Of the 26 tasks under the DRC’s responsibility, 18 have been partially implemented, corresponding to an overall implementation rate of 26% (67.5 out of 260 points). Considering only partially implemented tasks, the execution rate reaches 37.5% (67.5 out of 180 points).

Rwanda: Of the 22 tasks assigned to Rwanda, 14 have been partially implemented, resulting in an overall implementation rate of 23.8% (52.5 out of 220 points). When considering only partially implemented tasks, the completion rate stands at 37.5% (52.5 out of 140 points).

International Community (USA, Qatar, AU and UN agencies): All seven tasks assigned to the international community have been partially implemented, yielding an overall implementation rate of 39.2% (27.5 out of 70 points).
