Implementation Status 

One year after the Agreement was signed, progress in its implementation remains generally limited and unevenly distributed. Although a more favorable dynamic emerged from late March 2026 onward, it followed a prolonged period of stagnation from December 2025 to February 2026. 

Collective Implementation Progress:

• Overall, of the 30 tasks identified under the Agreement, 22 recorded some level of implementation (whether initial, minimal, intermediate, or complete), corresponding to an overall implementation rate of 35% (105 points out of 300).
   

The analysis of trends during the first year of implementation reveals five distinct phases:
 

• Start-up phase (July–August 2025) was marked by an initial increase in the overall implementation rate, rising from approximately 9% (27.5 points out of 300) at the end of July to 19% (57.5 points out of 300) at the end of August 2025. 
   

• Phase of moderate progress (September–November 2025), during which the overall implementation rate reached 21.6% (65 points out of 300) at the end of October and 23.3% (70 points out of 300) at the end of November 2025. 
   

• Prolonged stagnation phase (December 2025–February 2026) then set in, with key implementation indicators remaining largely unchanged for three consecutive months. 
   

• Phase of moderate recovery (March–April 2026) was observed, bringing the overall implementation rate to 27.5% (82.5 points out of 300). 
   

• Phase of progressive consolidation of gains (May–June 2026) confirmed this positive momentum, with the overall implementation rate reaching 35%.
   

Individual Implementation Progress:

• DRC: The DRC recorded implementation of 18 of the 26 tasks falling under its responsibility pursuant to the Agreement, corresponding to an implementation score of 31.7% (i.e., 82.5 points out of 260). 
   

• Rwanda: 15 of the 22 tasks assigned to it also registered progress, representing an implementation rate of 30.6% (i.e., 67.5 points out of 220). 
   

• International Community (USA, Qatar, AU and UN agencies): has initiated the implementation of all seven tasks assigned to it under the Agreement, achieving an implementation rate of 53.5% (37.5 points out of 70).
