Implementation Progress: By the end of October 2025, only 56.6% of the tasks outlined in the Washington Peace Agreement (17 out of 30) had begun implementation, whether at an initial, minimal, or intermediate level.

Overall Implementation Rate: Across all 30 tasks, the cumulative implementation score is 65 out of 300 points, representing an overall implementation rate of 21.6%.

Progress on Ongoing Tasks: Focusing only on the 17 tasks that have been partially implemented, their cumulative score amounts to 65 out of 170 points, or a completion rate of 38%.

Three New Tasks Were Launched:​​
The implementation of the harmonized plan for the neutralization of the FDLR;
The implementation of the harmonized plan for the disengagement of forces and the lifting of Rwandan
defensive measures; and
The preparation, identification, and localization of FDLR elements.
Each of these tasks obtained a score of 2.5 out of 10.
