Implementation Status 

27 July - 27 August 2025 

  • Implementation Progress: By the end of August 2025, only 46.6% of the tasks outlined in the Washington Peace Agreement (14 out of 30) had begun implementation, whether at an initial, minimal, or intermediate level.
     

  • Overall Implementation Rate: Across all 30 tasks, the cumulative implementation score is 57.5 out of 300 points, representing an overall implementation rate of 19.1%.
     

  • Progress on Ongoing Tasks: Focusing only on the 14 tasks that have been partially implemented, their cumulative score amounts to 57.5 out of 140 points, or a completion rate of 41%.
     

  • Highest-Scoring Tasks (7.5/10):

 

           1. Support from the international and regional community for the signatories

           2. Establishment of the Joint Security Coordination Mechanism (JSCM)

           3. Adoption of the JSCM’s operational procedures

           4. Creation of the Joint Oversight Committee

 

  • Lowest-Scoring Tasks: Most tasks that should be carried out individually or jointly by the governments of the DRC and Rwanda scored 2.5/10 or less, with two exceptions:

           1. Prohibition of hostile acts/aggression (5/10)
           2. Establishment of the JSCM (improved from 2.5/10 in July to 7.5/10 in August).
